in altre parole:
considerati tre edifici A, B e C, tutti sotto la stessa unita'
amministrativa, rispettivamente con la necessita' di collegare 700, 50 e
3000 host, determinare una allocazione che copra l'eventuale necessita'
per i prossimi tre anni.
dopodiche' individuare una comoda assegnazione per ciascun edificio.

> assign  1
>            192.168.0.0/21
